I got this card a little over a year ago while rebuilding my credit in order to increase my available credit for free (no deposit - less $99 fee). A year later I have my mortgage and just before I can cancel it without affecting my mortgage process I get the $99 fee. Argh! But it did its job and since it will never be more than the $300 initial credit limit I don't see any reason to keep it. If you can afford the initial deposit for a secured card please do that. You can usually increase your credit by making an additional deposit (check with the bank) and after a year you get your deposit back. I don't regret getting this card as I was desperate to build my credit at the time. But its not a card you want to keep long term as that $99 is 1/3 of the credit limit and if you don't pay it off right away your credit utilization will ding your credit score. By the way, this is one of those cards you do not want to carry a balance on. Even if you don't have a payment, it still reports to the credit agencies as paid as agreed. Get it, put it away. It's good practice on smart credit usage you'll need to learn in order to maintain your credit score down the road.
